Omur Marine is the result of the professional co-operation over many years of various consultants, legal experts and maritime professionals who provide legal, technical, medical and consultancy services in all types of P&I claims and H&M matters.
Please be advised that we deliberately employ in-house surveyors outside Istanbul since there is a lack of professionally qualified surveyors and general dissatisfaction with the incompetency of the surveyors in the regions out of Istanbul. However, we are also able involve a surveyor, marine engineer, agricultural engineer etc. with experience in all aspects of marine claims including collisions, dock damage, cargo damage, engine breakdown, pollution-fighting, etc in order to support our in-house surveyors at any time in case of necessity. On the other hand, since it is easier to find a
competent survey company from Istanbul market, we prefer outsorcing our work within the geographical zone of Istanbul.
In addition to the above, please kindly note that we outsource most of our legal work even though all our in-house lawyers who are specialized in Maritime Trade Law, Labour Law, Insurance Law, shipping matters including cargo claims, personal injury, environment related issues do practice thier profession and are entitled to represent their clients before the courts. However, we should lay stress on the fact that their approach to matters and disputes always blends their legal knowledge and commercial reality and necessity.

Ahmet has been working for Omur Marine since 1999. When he graduated from the University of Istanbul Law School, he was ranked third in his class.

Ahmet has been working for Omur Marine since 1999. When he graduated from the University of Istanbul Law School, he was ranked third in his class. In addition, Istanbul University Institute of European Community has awarded him an LLM degree in European Union Law. Afterwards, Ahmet became specialized in Maritime Law,
Commercial Law and Criminal Law during his private practice as a partner of Ilke Law Office. He is highly experienced in all kinds of maritime claims including personal injuries and cargo claims and accordingly responsible for FD&D and claims handling.
Ahmet Can whom has been serving at the board of directors of Chamber of Shipping, is also a member of the Board of Trustees of Piri Reis University which is founded to provide an education so as to fulfill the need of qualified workforce for maritime sector such as seafarers, naval architects, engineers, and lawyers. Additionally he serves at the board of directors of Turkish Maritime Education Foundation (TUDEV) – famously known by its notable contribution in development of maritime industry and education in Turkey.

Cagdas Kircali, whom graduated from the University of Marmara with a degree in law in 2004, became a member of our team in 2010.

Cagdas Kircali, whom graduated from the University of Marmara with a degree in law in 2004, became a member of our team in 2010 after accomplishment of pre-master programme in Legal studies, Commercial and International Law with high academic distinction and an award of post-graduate certificate in Maritime Law by the Queen Mary University of London. He successfully completed Residential and Distance Learning Courses in P&I Insurance and Loss Prevention achieving a Pass with Distinction as well as One-to-One In-Office Training Programme at North of England P&I Association.
He, with the strong marine claims background, handles all types of P&I claims and has been involved in a considerable number of major casualties as well as FD&D insurance disputes. He is specialized in Maritime Law, Insurance Law, Shipping Law, Marine Environment Law and Labour Law.
Murat Ersan

Murat Ersan is a claims handler who joined our team in 2014. He is a graduate of Near East University/Cyprus – Marine Transportation Management Engineering Department.

Murat Ersan is a claims handler who joined our team in 2014. He is a graduate of Near East University / Cyprus – Marine Transportation Management Engineering Department. After his graduation, he gained a total of 7 years of seagoing experience, serving as an ocean-going deck and Chief Officer on board Bulk/General Cargo Carriers and Containers Vessels.
Having obtained his Master’s certificate in 2011, Murat worked as a marine surveyor in an independent survey company and dealt with a range of P&I cases. Murat also currently studies at Justice College.

After graduating from University of Istanbul, Law School in 2007, was called to the Istanbul Bar in 2009 at the end of the served internship period of one year. She was awarded law degree in Stockholm University in 2015 after completion of general Swedish course and introductory courses in law.
Having provided legal services as a counsel and a qualified lawyer respectively Kutlu Law Firm and NK Law Firm in Stockholm, she is specialized in Maritime Law, Labor Law and Administrative Law. She speaks fluently Swedish and English.

After graduated from Marmara University Law Faculty in 2009, she studied LLM International Maritime Law in Swansea University in the UK. Following LLM graduation, she spent two months in IMO for internship programme in 2010. She has been a member of the Istanbul Bar Association since 2013. She worked as an attorney at reputable local law firms in Turkey as a litigator and legal consultant in investment, contracts, labour, commercial and shipping law. She is highly skilled on personal data protection, international trade and logistic.
She is a PhD student in Kocaeli University and interested in civil society initiatives. Speaks English fluently.
